Building Permit Applications
An applicant for a Residential Building Permit, whether city or county, can be a Minnesota-licensed contractor or the property owner. Property owners should also submit the "Owner as Contractor Form (PDF)" with their permit applications.
An application for a new home should include the completed "Building Certificate (PDF)" with the construction submittals.

For the Townships

For the unincorporated townships. Submit applications to the county along with the Township Zoning Approval and other required items.
City Permit Applications
- City of Bellechester (PDF) - Submit applications to the city. The county reviews the plans and does the inspections.
- City of Cannon Falls (PDF) - Submit applications to the city. The county reviews the plans and does the inspections.
- City of Dennison (PDF) - Submit applications to the city. The county reviews the plans and does the inspections.
- City of Goodhue (PDF) - Submit applications to the city. The county reviews the plans and does the inspections.
- City of Kenyon (PDF) - Submit applications to the city. The county reviews the plans and does the inspections.
- City of Lake City - All code administration is by the city.
- City of Nerstrand PDF) - Submit applications to the city. The county reviews the plans and does the inspections.
- City of Pine Island - All code administration is by the city.
- City of Red Wing - All code administration is by the city.
- City of Wanamingo (PDF) - Submit applications to the city. The county reviews the plans and does the inspections.
- City of Zumbrota - All code administration is by the city.
Owner as Contractor
An applicant for a residential building permit can be a Minnesota-licensed contractor or the property owner. Property Owners should also submit the "Owner as Contractor Form (PDF)" with their permit application.
Township Zoning Approval Forms
Townships must approve most construction projects and building permits. The applicant should submit the township approval (PDF) to the county along with the County Building Permit Application (PDF) or County Building Permit Application Fillable (PDF) and other project submittals. For specific township information, contact the township clerk.
