The Finance & Taxpayer Services Office strives to provide quality taxation, assessment, election administration and financial reporting services for the residents of Goodhue County.

In an effort to contain the COVID-19, Goodhue County offices have been closed to the public at this time and will remain closed until after May 15th.  However, customers with questions regarding finance, taxation, property assessments, and elections can contact staff at 651-385-3040. 

CARES Act funding Disbursement Program

Goodhue County is pleased to announce that on August 4th, 2020 the County Board approved its CARES Act Funding Disbursement Program.  The County received $5.64m dollars from the Federal CARES Act that was approved by Congress on March 27th, 2020.  The CARES Act grants are intended to provide assistance to American workers, families, and small businesses, and to preserve jobs for American industries. 

Within the County’s Program $2.46m will go directly towards assisting Goodhue County small businesses, agriculture businesses, non-profits, churches, hospitals, and nursing homes in grant amounts up to $10,000.  An additional $1.60m will go towards housing and rental assistance and Health and Human Service needs with grant amounts up to $5,000.  The remaining amounts will be used to promote new housing starts, support unfunded programs in local School Districts, and to provide some County reimbursements.  

To assist the County in dispersing these funds to community businesses and residents as soon as possible, the County has partnered with CEDA to administer the business type grants and SEMMCHRA to administer housing assistance type grants.  Applicants for the grants will have to show a need that is directly related to the pandemic.  If awarded, the CARES grant funds will not need to be paid back and may be used for expenses such as loss of revenue, PPE, rent, mortgage, insurance, utilities, retraining of staff, and technology changes incurred for remote employees.    

Only expenditures incurred between March 1st, 2020 and December 1st, 2020 will be eligible for the program reimbursement and all expenditures must be due to COVID-19.  For more information on specific program guidelines and the application process, please see below:

VII. Goodhue County

  1. New Housing Permit Reimbursement: Permit application fees for new home construction may be eligible for CARES funding. Housing permit applications received between August 4, 2020 – November 30, 2020 will be assessed to determine if they qualify for reimbursement. Please call 651-385-3223.
  2. Septic system Replacement Permit Reimbursement: Permit application fees for replacement septic systems may be eligible for CARES funding. SSTS permit applications received between April 1, 2020 – November 30, 2020 will be assessed to determine if they qualify for permit fee reimbursements. Please call 651-385-3223.


Property Taxes 

Although the County’s offices will remain closed until after May 15th, customers can still make their property tax payments through the following methods:

  • Online via credit card or an e-check (fees apply). Pay Online
  • Via mail at 509 W 5th Street, Red Wing, MN 55066
  • Government Center drop box in the alley by the south entrance.  
  • Set up ACH (must be set up 3 weeks prior to due date). ACH Form

Notice of Reassessments

The Goodhue County Assessor’s Office will be performing reassessments of properties. This is for the 2021 assessment for property taxes payable in 2022 in the following areas:

  • City of Red Wing
  • Welch Township
  • Belle Creek Township
  • Vasa Township
  • Featherstone Township

At this point, due to COVID restrictions, Goodhue County appraisal staff will not be conducting any face to face contact for our state required quintile viewing. The appraisal staff will be out updating photos in the City of Red Wing, Welch Township, Featherstone Township, Vasa Township and Belle Creek Township areas for our quintile areas for the 2021 assessment.

Property owners are encouraged to contact the Assessor’s Office (651-385-3040) with any questions and concerns about their assessment. At this time we will be taking phone calls to address concerns prior to the Local Boards of Appeals and Equalization meetings.
